The selection process for Finland's quota refugees and to the municipalities is made up of many steps which can take several months.
§ 92 of the immigration law states the requirements for being included in Finland's refugee quota. The most important requirement is that the person is in need of international protection.
Another requirement is that the person is in need of resettlement from the first country of asylum; the person can not return to his or her home country nor stay permanently in another country. The requirements for admitting and integrating the person into Finnish society must also have been assessed. There also cannot be any obstacles for the choice regarding public order or security, the public health or Finland's international relations. Nor can it be a matter of trying to circumvent the rules for entering the country.
